Use left hand to scratch right hand side of neck / right hand shoulder (which is socially acceptable). Use elbow of left arm to scratch nipple through clothes; much easier if bra has one of those itch-making seams that go across the nipple, but then, they also cause more itch, so there's no overall gain to 'em.
It takes a little practice to do this without causing provocative bounce, unless one is naturally bounceless, but when correctly done, it is undetectable. And gets rid of the itch.
If only I could think of a way for men to relieve their intimate itches as discreetly. It may be socially acceptable for them to scratch themselves inside and outside their trousers in public, but I don't have to like it. But there's no way for women to scratch cystitis itch in public, is there?
